The Havahart® Medium Duty Electric Fence Charger for pets and small animals is the ideal energy source for your fence. Used with the Havahart® Electric Fence Kit, this charger presents the ideal solution to keeping pets in your yard and keeping unwanted critters out.
The SS-750X is for dogs from 15 lbs and above. We do not recommend electric fencing for any dog under 15 lbs or under 6 months old.
It has an intermittent AC output and uses two 1/16 amp time-delay fuses. The fused panel offers protection against power surges. This electric fence charger has a range of up to 5 acres and comes with a one year warranty.

I spent my whole saturday putting up this electric fence for my 2 dogs in our backyard just to have them just over it so I thought, umm it must not be on, so I bought a tester to make sure that it was on & it was, basically my dogs didnt care if it was on or not, apparently it wasnt strong enough....I wouldnt recommend this for big dogs and I am not sure how well it would work for small dogs either considering how far you need to put it into the ground and how low you would need to put it. I even put my hand on the wire myself because I couldnt believe it was live and the dogs didnt mind it at all and it wasnt that strong the only thing good would of been it couldnt hurt the kids too bad but the goal at hand was to keep dogs in it and it didnt work.

From your description you have tested your fencer and have determined that it is outputting voltage. This unit outputs approximately 1,200 volts which would be recommended for pet containment. Since your pets are not effected by the correction they feel touching the wire it is very possible you may be experiencing a grounding issue.
